It must provide an opportunity for the public to comment and it must consider those comments before issuing a final rule.

Very little information was available at the time, so we hired a car and off we went, following the few tips we had managed to gather but mostly our noses. Although this park was logged in the past, as a national park it is one of the few forests in Ghana that is really protected. . And wow, what a trip we had!
