Keep finding decapitated mice/rats under car

I have never once seen a cat anywhere in my neighborhood. None of my neighbors have cats and I'm only aware of one dog owner blocks away. We do have a possum and a raccoon that live somewhere on the property. Lots of squirrels, chipmunks, deer, rabbits. I'm sure most people would say probably a cat.
