These islands and their surrounding waters are protected as part of the Papahanaumokuakea Marine National Monument. Invasive species , particularly rodents, have long been a problem on the Hawaiian archipelago. Midway’s birds are also protected by the Migratory Bird Treaty Act. This will focus on the requirements of NEPA.
