I recently got an email from the Animal Legal Defense Fund. They are pioneering legislation in California to make public animal abuse registries. The Animal Legal Defense Fund (ALDF) today announced an effort aimed at creating public registries in each state of anyone convicted of felony animal abuse.

All companion animals including dogs, cats, hamsters, mice, rats, chinchillas, guinea pigs, birds, snakes, and lizards would be considered as pets. If it passes, San Francisco residents would have to go to a shelter or rescue group to adopt an animal. I can't believe the pet industry would allow such legislation without a fight.

While I know that sometimes people have little choice when it comes to keeping their animals outdoors, you can still tell when the animal is cared for. They have proper shelter, a generally clean environment, room to move, perhaps a leash tied to a runner so they don't get tangled when they run, etc.
