FWS is a federal agency, so naturally it has issued detailed regulations regarding how a CCP is developed, contents of the plan, and public notice requirements, among many other requirements. With all of its tables and appendices, it is a 779-page document, but there is a 39-page executive summary and a detailed table of contents.

Here is a flock of endangered species. Most birders usually have to be content to watch flocks. Look carefully and you can pick out some Least Auklets as well. Buldir Island, AK. I think you need to have at least three birds to constitute a flock. These Piping Plovers were photographed at White Lake, North Dakota.
