Scores of abandoned dogs, cats and livestock from Utah animal shelters become subjects of laboratory research at the University of Utah each year. That's because of a little-known state law that requires government-run pounds to turn animals over to researchers if asked. From the AP.

NEPA is a federal law that requires agencies to follow certain procedures before commencing a project. The judge determined that BLM collected sufficient data and made reasonable decisions based on that data, finding the BLM’s actions were not arbitrary and capricious. The conservation groups appealed to the Ninth Circuit.
