The former is worse than the latter, though in some jurisdictions both would actually be considered illegal. In my neighborhood and across New York City, there are quite a few places with signs like the one above.

Spotlight: Lisa Beth Acton, Raising Ravens

This summer Lisa raised three orphaned Common Ravens. They were not aware of wildlife laws, and thought they could raise and release them. We decided to raise them, and hoped they would wild up quickly if we followed the protocol for avoiding imprinting. We live in upstate New York and have few neighbors.
