These refuges support huge numbers of swans, geese, ducks, cranes, and shorebirds as they hopscotch their way to breeding grounds in the north. The System also helps implement the Endangered Species Act and other federal conservation laws. Other activities are only permitted if compatible and, in practice, most are prohibited.
