I come down hard on Puerto Rico, ever since the scandal in which dogs were being thrown off bridges by an animal control company. Plus, the horrible pictures I've seen of strays in Puerto Rico. They've been planning to build a facility to breed research monkeys in Puerto Rico for some time. Plus, well, you get this picture.
