This became clear from a report addressed at the European Parliament (EP) session on May 5–7, which seeks to vote on a directive concerning animal research. From the Epoch Times. Will the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) conference delegates up-list them to Appendix I of the Convention, forbidding any future sale over international borders?

We still can’t just buy a plane ticket and go. citizens must qualify for one of 12 categories permitted by general license.
