They have proper shelter, a generally clean environment, room to move, perhaps a leash tied to a runner so they don't get tangled when they run, etc. The dog spotlighted in this article just doesn't seem to fit that "cared for" criteria. All companion animals including dogs, cats, hamsters, mice, rats, chinchillas, guinea pigs, birds, snakes, and lizards would be considered as pets. If it passes, San Francisco residents would have to go to a shelter or rescue group to adopt an animal. I can't believe the pet industry would allow such legislation without a fight.

The Animal Legal Defense Fund is working to ensure convicted animal abusers are exposed and prevented from harming new victims by promoting model legislation that would establish an animal abuser registry in every community across America. Animal abuse is not only a danger to our cats, dogs, horses, and other animals, but also to people.

Under Portuguese legislation, stray and unwanted animals that are kept in municipal kennels, even healthy ones, can be put down after eight days if unclaimed. The majority of these animals are unwanted dogs, removed from the streets by municipal services or dropped off by members of the public.

They are pioneering legislation in California to make public animal abuse registries. Through its campaign, www.ExposeAnimalAbusers.org , the animal protection organization is promoting model legislation that state legislatures could enact. I recently got an email from the Animal Legal Defense Fund. His whereabouts are unknown.
