We have a few pets living with us but I'm concerned about my roommates pets and I'm worried if they're being neglected and mistreated. So one of the roommates cleans the shared cat litter box about once every week or whenever he decides to. She also just enjoys my room more since I have a very large cat tower.

And you wouldn't fund a program that was very expensive per unit (human or nonhuman animal) yet you often don't think about that when you're dealing with an individual.
