Worried about my roommates pets

We have a few pets living with us but I'm concerned about my roommates pets and I'm worried if they're being neglected and mistreated. He runs away from most humans and cowers a lot. Is this neglect and abuse? I live with 3 other ppl. Often times he just turns on the fan 24/7 to ignore the smell. What should I do?
