This article was actually on the first page of the soon-to-be-exclusively online Seattle PI. They have proper shelter, a generally clean environment, room to move, perhaps a leash tied to a runner so they don't get tangled when they run, etc. The dog spotlighted in this article just doesn't seem to fit that "cared for" criteria.
