The addition of Hawaii eliminated any notion that the ABA Area is defined by geography or ecology and the inclusion of the territories of Washington D.C. To the extent there is one, the primary animating principle appears to be that the ABA Area includes all of the United States and Canada. because it is birding in the United States.

Because Midway is home to endangered species ( e.g. , Laysan Duck, Hawaiian Monk Seal), FWS must also comply with the Endangered Species Act (ESA). And they will implement mitigation measures for some species. Most bird species are discussed individually, with estimated risk and mitigation methods, if appropriate.
