Lesser Spotted Eagles breed regularly with around 100 pairs in Germany, but unless you know where the territories are you are unlikely to see them. I do hope however that 2017 turns out to be a bit more exciting, and I am currently working on it, with possibilities being Kazakhstan, Indonesia and Sicily.
