While I think the gesture is nice, it appears to be more of a publicity stunt to head off environmental criticism of the 2014 Olympic Games construction. "We We are standing here and admiring your animals. Russia won the right to host 2014 Winter Olympic Games in Sochi and major construction works are about to begin.
