It’s illegal to raise wild birds (even orphaned ones) without state and federal permits. Keep in mind that birds at this stage will flutter and look like it can’t fly very well, but it’s fine, it’s all part of the learning process. Young raptors like the above Bald Eagle chick are a different matter.
