. … The ordinance would allow Minneapolis residents to establish cat “colonies” where abandoned and wild cats can be fed but also vaccinated, neutered and identified in an effort to humanely cut their population and control disease. Feeding bans don’t stop cats from “multiplying”; neutering does.

Wildlife conservation is concerned with protecting wildlife at the level of species or perhaps population. This is quite a big deal for an island group that had no mammals save bats for millions of years. But animal rights groups (albeit not all of them) not only opposed the move, but sued to prevent the poisoning.
