Here is a flock of endangered species. You may be happy to have a flock of chickadees visit your backyard, but it is difficult to ignore hundreds of American White Pelicans streaming by. Chavarrillo, Veracruz, Mexico. I think you need to have at least three birds to constitute a flock.
