Eagles constantly circling in the backyard

Hello, My mom's trying to work on gardening in our backyard, but since about 2 days ago, around 6 eagles have been constantly emerging and circling in the air every time my mom goes outside. If my mom goes back inside, the eagles will leave as well. One eagle approached our caulking tool a bit closer as well.
