And there are towns where packs of dogs are roaming about and keeping people indoors. It's farm country and you have a lot of farmers and ag types who treat companion animals as little better than livestock. Lots of "guard dogs" outdoors for their entire lives, etc. But this article seemed a little over the top to me.

David Scott (D-Ga), who is the chairman of the Livestock, Dairy and Poultry Subcommittee of the House Committee on Agriculture draws a line in the sand regarding the animals we use and how we use them. Paragraph #4 starts with: "Undeniably, neither I nor anyone I know advocates or even tolerates the inhumane treatment of farm animals."
