Nonprofit pet protection groups would manage the program and be responsible for ensuring that cat caretakers take the required steps. Free-roaming cats will hunt and kill birds, small mammals, reptiles, amphibians and fish, resulting in wildlife mortality. In Yuma, Arizona, they don’t take no prisoners.
