There's a vague sense that perhaps he cares about the dogs or thinks that what he does to them might present an ethical dilemma, but the overwhelming feeling is that it's all worth it. But there is a significant contingent who is not as enamored with the Laboratory Animal Welfare Act as he is. It "guarantees humane treatment?"

On the whole, since we mean by a right something that can be justly claimed, we should probably say that animals have not rights, not because the claim to humane treatment would not be just if it were made, but because they cannot make it. It is not at all clear which is the true view.

Once one bears in mind that it is this comparative assessment that is required, then it seems to me there will be a strong case (1) for Humane Slaughter, and humane treatment prior to slaughter, and (2) insofar as really painless and comfortable animal-raising is not attained or attainable, giving vegetarianism a try, at least.

That these organizations have not gone far enough and that wide areas of animal cruelty still exist does not show that their methods are wrong. In any case, which various political strategies would be most efficient for achieving humane treatment of animals is an empirical question.
