From the American Bird Conservancy : The mayor of Albuquerque and the director of the city’s animal welfare department have been named in a lawsuit alleging that the officials have committed animal cruelty by allowing certain illegal and improper animal management practices to occur related to abandonment of stray cats.

Clearly, there's no spay/neuter program in this place. But there are animal rights activists in Mexico that will hopefully take notice and try to establish some kind of long-term and humane solution. Activists said what the government was doing qualified as “animal torture,” and they called for legislative reform.
