Fish and Wildlife Service (FWS) is in the midst of overhauling its interpretation of the Migratory Bird Treaty Act (MBTA) and it recently issued a draft environmental impact statement (EIS) on its proposed interpretation. The Obama Administration adopted this interpretation in a memo. The public can comment until July 20, 2020.
