In 2015 a Federal Duck Stamp Task Force was convened under the auspices of the Association of Fish & Wildlife Agencies (AFWA) consisting of seventeen individuals. Issue 4: Access to many National Wildlife Refuges is restricted or extremely limited for waterfowl hunting and wildlife viewing even when lands are acquired by MBCF dollars.
