Fish and Wildlife Service (FWS) is considering changing the status of the endangered Black-capped Vireo : it has proposed delisting it entirely. and it breeds in the scrublands of Texas, Oklahoma, and northern Mexico. And the expansion of prescribed fire as a wildlife management tool has improved and maintained breeding habitat.
