Fish and Wildlife Service (FWS) is considering changing the status of the endangered Black-capped Vireo : it has proposed delisting it entirely. and it breeds in the scrublands of Texas, Oklahoma, and northern Mexico. Army base in the country— and FWS estimates more than 14,000 birds on these lands alone.
