For example, my list of the Top 25 National Wildlife Refuges for birding includes locations in Utah ( Bear River MBR ), Minnesota ( Minnesota Valley NWR ), and Wisconsin ( Horicon NWR ). Naturally, the “missing” states implicitly suggest birding trips, as every “empty” state provides excellent birding opportunities.

Fish and Wildlife Service (FWS) has published a list of NWRs that have been created or expanded with Duck Stamp funds. Desert NWR (Nevada): 0.0%. Harris Neck NWR (Georgia): 0.0%. And the U.S. Others are between 25.0%
