The general public is out and about, birds and animals are raising their young, and human/wildlife interaction is at its peak. Change in Law. I wish for a federal law prohibiting domestic and feral cats from roaming free outdoors. Why is there no state or federal money available to care for federally protected species?

Not long ago, I posted a list of the 25 best National Wildlife Refuges for birding. Fish and Wildlife Service (FWS) has published a list of NWRs that have been created or expanded with Duck Stamp funds. Harris Neck NWR (Georgia): 0.0%. How important are 10,000 or 100,000 or even 1,000,000 acres and where are those acres anyhow?
