If you are tracking your life list, that’s not a difficult sell for the folks running eBird from Ithaca, New York. Some states just seemed to taunt. On eBird, the District of Columbia is part of the United States but Puerto Rico is not. territories, some of which are missing entirely.

Animal Ethics

In United States v. While all 50 states and the District of Columbia have animal cruelty laws, the anonymity of the perpetrators in the videos severely frustrates enforcement efforts, so we need to ban the sale of these videos. We believe our new legislation will pass constitutional muster.
