A while back, I wrote about an under-appreciated part of the National Wildlife Refuge System : Waterfowl Production Areas (WPAs). Fish and Wildlife Service (FWS) estimates that 2-3 million geese and 7-9 million ducks use use the basin every spring as staging grounds on the journey north.
