There is definitely a problem with gang violence, especially in Fresno. And there are towns where packs of dogs are roaming about and keeping people indoors. It's farm country and you have a lot of farmers and ag types who treat companion animals as little better than livestock. Truly it's a peasant culture in many ways.

We "traditionally" have applied our social mores in some places and not others, and we should go back to "tradition," which I bet has something to do with continuing to care about our dogs while continuing to feign care for "farm animals," as they're value is as food only. Let the games begin. What's all this about emotion, anyway?
