Such registries would help protect animals, pet guardians and communities by preventing repeat offenses from anyone with an established history of abusing animals.

Ralph Freeman has killed cats and kittens in his laboratory at UC Berkeley with no benefit for humans for over twenty years. In the short term at least, it's not working.
