The Service also proposes expanding hunting and sport fishing on the following refuges: California. Note in this 2010 video, birders, birdwatching and kayakers are mentioned, not hunters. Visitors are encouraged to wear hunter orange during hunting seasons for safety. Rose Lake National Wildlife Refuge : Open to sport fishing.
