Snowy Owls are used in falconry, more so in Europe but they are legal for a few states here in the US. Many get their birds from breeders. Many general and master falconers with wild birds will also let them go after a few hunting seasons, especially if they are good hunters to give them a shot at spreading their genes in the wild.
