Endangered Species Act: Delisting the Black-capped Vireo?

Fish and Wildlife Service (FWS) is considering changing the status of the endangered Black-capped Vireo : it has proposed delisting it entirely. The Black-capped Vireo was identified as a “candidate” for listing under ESA in 1982 and it was listed as “endangered” in 1987, when there were approximately 350 birds.
