The Sacramento River NWR was established 1989 by the authority provided under the Endangered Species Act, Emergency Wetlands Resources Act, and the Fish and Wildlife Act. The refuge is already open to sport fishing.

Following passage of the United States Endangered Species Preservation Act of 1966, the California Condor ( Gymnogyps californianus ) was among the first 75 species listed for protection, the so-called “Class of 1967”. By any measure, the recovery of the California Condor has been a remarkable success.

After all, each refuge has been set aside to permanently protect birds and other wildlife. But in the current political climate, even permanent environmental protections can prove transitory. It would also consider cost, design, location, and other variables, such as the impact on the environment, including endangered species.
