Not long ago, I posted a list of the 25 best National Wildlife Refuges for birding. Fish and Wildlife Service (FWS) has published a list of NWRs that have been created or expanded with Duck Stamp funds. Lee Metcalf NWR (Montana): 96.3%. And the U.S. Senators, and two U.S. Representatives. John Heinz NWR (Pennsylvania): 8.1%.
