Fish and Wildlife Service (“FWS”) met Defendants Crooked Arm and Shane in Montana, as part of “Operation Hanging Rock,” an investigation into the unlawful sale of migratory bird feathers. Another investigation — Operation Silent Wilderness — also resulted in a number of MBTA prosecutions.
