Canada has more than the US. Around the middle of the 20th century they had almost gone extinct. They were heavily hunted as food, and for the feathers.

Located between the Mississippi River and Illinois River, the refuge encompasses 9,225 acres of riverine and floodplain habitat scattered around the confluence of the rivers. The State of Louisiana has increased fines for illegal killing of bears. The refuge is already open to upland game hunting and sport fishing.
