Humane Society Puts Pressure on South Carolina's Bear Baying

A declawed, defanged bear is chained to a stake as hunting dogs bark and snap, trying to force the bear to stand on its hind legs. The training exercise called bear baying is intended to make the bears easier to shoot in the wild and it's only allowed in South Carolina. State law on the issue is murky. From the AP.

As background, a Migratory Bird Hunting and Conservation Stamp costs $25 and income from sales goes into the Migratory Bird Conservation Fund (“MBCF”). Membership of the MBCC is set by law: the Secretary of the Interior, the Secretary of Agriculture, the Administrator of the EPA, two Senators, and two Representatives.
