Worried about my roommates pets

We have a few pets living with us but I'm concerned about my roommates pets and I'm worried if they're being neglected and mistreated. So one of the roommates cleans the shared cat litter box about once every week or whenever he decides to. He runs away from most humans and cowers a lot. Is this neglect and abuse?
