The lawsuit was filed in federal district court in Washington, D.C. The Preliminaries : Paragraphs 1-5 identify the issues at a high level: the lawsuit involves a proposed turbine at a facility near Ottawa NWR in Ohio that will allegedly kill birds in violation of federal law. There are nesting Bald Eagles in the area as well.
