Fish and Wildlife Service (FWS) that the coastal subspecies was actually a subspecies. District Court for the District of Columbia, arguing that FWS did not properly assess the subspecies issue. Initially identified as a candidate for listing in 1982, it was ultimately listed as “threatened” in 1993.
