The islands were purchased by the United States from Denmark in 1916. There are arguments for adding all territories, but experience demonstrates that the ABA moves glacially when it comes to the ABA Area. Virgin Islands are 40 miles east of Puerto Rico and consist of St. Thomas, and a number of smaller islands.
