Located on the outskirts of Portland, OR, Tualatin River National Wildlife Refuge is one of only a handful of urban national wildlife refuges in the country. Note in this 2010 video, birders, birdwatching and kayakers are mentioned, not hunters. Visitors are encouraged to wear hunter orange during hunting seasons for safety.

Bufflehead in Flight

They breed across Canada and Alaska’s boreal forest near ponds and lakes, using nest holes made by woodpeckers, almost exclusively flickers. He lives in Forest Hills with Daisy, their son, Desmond Shearwater, and their two indoor cats, Hunter and B.B. One place I’ve seen them is in southeast Portland.
