The government's proposals are aimed at tackling the growing problem of aggressive canines being used to harass, attack and even kill. The Royal Society for the Prevention of Cruelty to Animals said the number of complaints about dog fights had soared tenfold between 2004 and 2008, the last year for which figures were available.

I can’t even imagine being in a position where my government was telling me to kill my dog, or have it beaten to death. Dog owners in Qinhuangdao, Hebei Province, are even being told to kill their own dogs, or else their dogs will be beaten to death by the police and the owners will be charged a fine. The law speaks specifically and narrowly to the distribution for profit of videos that show illegal acts of cruelty actually being performed on live animals (my italics). There was no meaningful discussion about our inefficient use of resources (grain and water) in the feeding of animals to kill to feed people. With regard to cruelty and suffering, it's clear from the film that the human animal has been profoundly negatively affected by climate change, but there is no attention given to nonhuman animals.
