Because the Agriculture Department enforces the Animal Welfare Act, this authorizing bill deals with a broad range of subjects regarding the humane treatment of animals. These new penalties would give the law some much needed teeth. We hope Congress will vote to override the president’s veto.

To the Editor: “ What’s Next in the Law? We need not wait for the resolution of the big-picture theoretical debates to come together to ensure that all animals receive more decent and humane treatment, as they deserve. It is time for us to widen our circle of compassion and follow Spain’s lead in granting legal rights to apes.
